WebGl not working

I cannot get certain sites to work in Safari because it appears my WebGL isn't working. I have tried several solutions posted online and can't get it to work. For instance I deleted all my support files and tried to enable WebGl under the develop tab and there is only WebGL 2 listed. I also tried repairing disk in recovery mode . I would love some guidance on this. Currently on Big Sur 11.2.1.

Mac mini, macOS 10.13

Go to Safari's Preferences.
Select the Advanced tab.
Ensure that the Show Develop menu in menu bar checkbox is checked.
In Safari's Develop menu, ensure that Enable WebGL is checked.

Enable WebGL is not an option under the Develop tab. I only see Enable WebGL 2 under the experimental area under develop tab

I notice it says above that I am on a Mac Mini...I am on an iMac 27 inch Late 2015 Version 11.2.1
