Unable to move folders on desktop

Just upgraded from El Capitan to High Sierra on an iMac 27"


Now I cannot move icons or folders around on the desktop. As I try to shift them they snap back to where they were.


Any ideas?

iMac 27″, macOS 10.13

Safe Boot, (holding Shift key down at startup), does the problem occur in Safe Mode? Could take 10 minutes.


Safe mode attempts to repair Disks & clears lots of caches & loads safe Drivers, & prevents loading of 3rd party extensions, so if Safe Mode works try again in regular boot.


Check Finder>View, & see if Sort by> says snap to Grid.
