Macbook Pro 13' Question Mark Error

So I have been getting an issue with my macbook pro 13' - sometimes when i try to start the computer I get a question mark folder popping up on my screen and it won't turn on, sometimes it does.


I tried doing reinstall of the system, doing disk repair i even changed format of disk format to mac os extendet but i keep on getting the same issue.


What am I supposed to do in order to fix this issue? As I said sometimes it turns on without any problem but mostly I get the issue.
