My my call forwarding wheel keeps spinning on my iphone seven I have tried all the resets but its not worked I cant make calls and incomming calls are not being recieved

can not turn off call forwarding. My new iphone 5se can not receive calls. All calls are go to voice mail. And can not turn off call forwarding. The setting keeps spinning.
