Double check and ensure that your 4th Generation AppleTV runs on the latest update tvOS 14.4. If it is updated and you still cannot AirPlay on it then unplug the AppleTV device and plug it back in again after 40 seconds. Once it is back online on the same Wi-Fi Network as your iPhone then try again.
