My computer has a hardware problem that I made an appointment at the Genius Bar to get repaired, but a few hours before I received a voicemail from the store that said they wouldn't take it because the repair center in Houston was closed due to the storms. Is this happening at any other stores or just mine (Hillsdale - San Mateo, CA)?

The store is open for its normal hours, but I received a call that said they wouldn't be taking computers for repair until mid-March. I was wondering if it was just this store or if no Apple stores are making repairs right now.
We could not possibly know. As I said, we are all other users and only know things that Apple has publicly announced. Contact Apple support and ask - as already mentioned, stores are not doing repairs. They send devices to repair centers.
You will need to check with Apple as we are all other users and are not privy to Apple’s decisions. Some stores are only offering reduced services and hours due to the pandemic.
Computers are sent to repair centers for most repairs. Given the current situation in Texas, I'm not surprised that the center may be having issues.
You might want to contact Best Buy.
