why sometimes are there two layers of clips in my timeline in imovies?

The upper timeline is for overlays onto other clips, like titles, cutaways, split screens, picture in picture, and green screen. Clips in the upper timeline can be moved around freely. There shouldn't be any clips in the upper timeline unless one drags them there.
