Can't type a quotation mark "

I'm working in Numbers on my iPad Air 4 and every time I type a quotation mark " it comes out as two small left arrows, <<, but much smaller than these 'Less Than' symbols.

I'm using the Canada (English) keyboard. Any ideas?

Try turning off the button for Smart Punctuation in the keyboard settings. Those are French quote marks.
