People are saying they can't leave a message because messages are full, yet I don't have any unheard messages in my box.

When someone calls me they are unable to leave a voice mail because they get a message saying

"message box is full, unable to leave message" yet all my voice messages

have all been listened to and most of them deleted.

VoiceMail is a carrier-specific service. The messages are full at the Carrier's server end. Contact the Cellular Service provider and get to know the process of deleting from their server

Before that store important voice mails on your iPhone and then delete it from the carriers' server
