My phone arrived with a scratch on the screen

If you purchased it from Apple, then contact Apple Support. Use the link at the top of the page here. You only have 14 days from purchase to return it for a refund. If you purchased it from somewhere else, you need to check their return policy.

It has a screen cover on it when it ships.

Peel that off and wipe it with a dry cloth.
