I can’t see the serial number on my Apple TV and I am having problems with a white blinking light
there is a blinking white light on my Apple TV and I can’t see the serial number and I can’t log in on my tv to see it in my settings

You won't need the serial number (although that could help), but you will need to know the generation that your model is. Identify your Apple TV model - Apple Support
See if you can make out a model number in the small print on the bottom: A1218, A1378, A1427, A1469, A1625, or A1842.
Depending on the generation, you may be able to restore the system software and continue using your device.
