When I’m on a webpage and want to copy a phrase only, I touch the word to activate the “select,copy,paste” function but instead I get a popup menu that asks if I want to utilize one of a list of several offered options. It is very annoying and super inefficient to have to quit and start over....again. How can I turn off the popup? It is a ****** nuisance!

To start, the menu you're seeing is expected when selecting and editing text on iPad. "After selecting the text you want to revise, you can type, or tap the selection to see editing options:

If the options we referenced above aren't what you're seeing, and you're trying to select a link, or text that has a link in it, in Safari, you'll see a preview of the link along with some other options. This is also expected when trying to copy a link in Safari. Have a look at this link to learn more:
