How do I keep files downloaded to my phone, on my phone so they are accessible when I don't have internet? Apparently icloud sync'd & pulled the files into the cloud, so they weren't available when I am out of range of a tower to use my phone.

downloaded music files to my iphone 7 , used the files for a couple week, files now gone when out of internet range. How do I keep them on my phone.
