Activation Lock - Not on icloud still can't pair.

My watch was paired with my old phone, unpaired the watch getting activator code error. I looked on icloud and the watch is not showing up. When I try to pair with my new iphone I still get the activation error.

Thoughts?

Apple Watch activation lock saying I put invalid information in. So I’m trying to reconnect my Apple Watch to a new device, and it’s telling me there’s an activation lock.
