Issue after upgrading to Big Sur 11.2.3

So I've upgraded my software to BS 11.2.3 - having issues with safari not opening (while firefox working perfectly). For starting up my Mac after the upgrade it wants me to agree to new Terms and Conditions. I can't log in to my Apple ID cause an error connecting to it keeps popping up ("there was an error connecting to the Apple ID server"). Let me add - I am connected to wifi.

Anyone else encountered this issue? Any fixes?

Boot into Safe Mode by booting with the Shift key held down and check there to see if the problem persists.  Reboot normally and test again.


NOTE: Safe Mode boot can take up to 10 minutes as it's doing the following; 

• Verifies your startup disk and attempts to repair directory issues, if needed

• Loads only required kernel extensions (prevents 3rd party kernel/extensions from loading)

• Prevents Startup Items and Login Items from opening automatically

• Disables user-installed fonts 

• Deletes font caches, kernel cache, and other system cache files
