Do not have the userID/password for the previous user. (They don't remember it)
Never a good line to hear when you are buying a used Mac...this should be your first clue there is an issue.
Psswd is never echoed on screen, type it in anyway
What you do not say is what exact Mac is this
If there is firmware password set, it may well prevent you from going further
newer Macs with T2 chip have a Startup Security to prevent against unauthorized access
