macOS Mail App

Does anyone know if Apple is working on improving the macOS and iOS Mail application to incorporate features that at the moment require a companion App like https://www.mailbutler.io? the native Mail App seems so basic and has been for decades.

While no one here would know Apple's plans for the future, I say it's a safe bet that Mail and Calendar and Contacts will continue to be pretty basic. Apple leaves the market open for third-party developers to create more complex/feature-rich/bloated (depending on your point of view) apps. Not only do they not need to expend their resources on development, they make money on applications sold through the App Store.
