When I turn on my MacBook, I get the flashing question mark folder and the OS fails to boot up. I’ve replaced the hard drive cable, which hasn’t helped. Disk utility is showing my Sandisk SSD, however it says the storage capacity is only 16kb...when it should be 500gb. Does this mean my drive had failed/is now broken?

Resetting NVRAM could solve the issue.
Reset NVRAM or PRAM on your Mac - Apple Support
If it doesn't help, I suppose your SSD is something wrong, though if you have Time Machine back up, boot from it and run Apple Diagnostics if it reports internal SSD related error(VDH002, VDH004).
What is the exact model of your Mac? You can get this information by entering your serial number here or here.
What version of macOS is being used?
