Apps stored in iCloud

I don’t want my apps stored in iCloud, I want them available immediately on my iPhone. How do I make this happen? I’ve tried turning it off in iCloud settings, but I still see little clouds next to my app icons and my apps aren’t available for immediate use, they have to download before I can use them. I live on a sailboat and my cell service quality and access varies by my location. If I have to wait for apps to download every time I want to use them, then I might as well not have them.

Apps are not stored in iCloud. If you see little cloud next to an app, you probably offloaded the app to save storage space?

OR you have Settings > App Store > Offload Unused Apps switch turned on.

Turn off that switch if you don't want your phone to automatically offload apps.
