Apple ID Suggestions

I just recently got a new iPhone 11 from the Asurion insurance company because my battery was faulty. In the settings, there are two notifications under Apple ID Suggestions. One is "Confirm iPhone Passcode" and the other is "Update Apple ID Settings". Whenever I click on one, my screen zooms out a little and turns light green and freezes. This issue keeps occurring and it wont let me change my Apple ID settings until I Confirm my passcode. I was wondering if there is a way to troubleshoot this. I tried the new SIM card that the company gave me with my new phone and I also tried my old SIM card and neither work. Is there a way to fix this?
