Big Sur: iPhone backup settings not saved

I keep changing the iPhone Backups location to "this Mac", yet it keeps reverting to iCloud.

Sometimes it reverts immediately when I remove the iPhone, sometimes a little later. Always after a restart. It's driving me mad!

I have trashed the com.apple.finder.plist, and it did not help.

By the way, I just noticed in your screenshot that your are not encrypting your backups. You may want to consider it if you want your passwords, health data etc backed up (About encrypted backups on your iPhone, iPad, or iPod touch - Apple Support). And, if you do, make sure to remember the encryption password; I see many postings of users who can't restore an iPhone from an encrypted backup because they forgot their password.
