Thank you for posting in the Apple Support Communities. We understand you are unable to sign in to iCloud.
"Make sure that your iPhone, iPad, or PC has a strong Internet connection and that you've turned on cellular data on your iPhone or iPad by going to Settings > Cellular or Mobile Data. If this setting is off, you might not be able to access your Apple ID and iCloud when not connected to a Wi-Fi network."

Some things you can try. Do you have access to another WiFi network where you can try? That has worked for several people.
Try a restart.
Restart your iPhone, iPad, or iPod touch
Try a forced restart.
If necessary
Hard reset.
Do a backup and try a factory reset. Then restore from your backup.
Restore - If you see an error when you update or restore your iPhone, iPad, or iPod
Backup - Restore your device from an iCloud or iTunes backup.
