What can I do with an Apple Watch I cannot sign into or get a new Apple ID connect to it ?

Since I bought a watch from a third party and cannot get a new Apple ID connected to it, and the previous owner does not remember their Apple ID information, they don’t want the watch back, what else can I do with the watch? I’m sure I cannot just throw it away, and I cannot just give it to someone else to give them the same problem, so what then ?
