Restore Application from Time Machine

I am trying to restore some files from a TM backup.

When I try to restore an application I get:

“” can’t be modified or deleted because it’s required by macOS.

(The quotation marks are part of the message.)

How can I fix this? There is no version of the application on my system now.

iMac 27″, macOS 10.15

Ctrl-click on the item and choose Restore <file> to…

It should then exit Time Machine and open a folder chooser dialog to pick a place to restore to.
