Brightness on Iphone

Hi I have an iPhone 11 and my auto adjustment for brightness is turned off but somehow during the day and when I’m outside the brightness gets adjusted anyways does anyone else have this problem

iPhone brightness keeps changing I know what you’re thinking. “You probably have auto-brightness on.” Its turned off and my phone brightness is still changing. Its not a gradual change how auto-brightness does it. Its an instant change and its kind of jarring. Does anyone have any solutions to what its doing?

I tried on the command center as well as the settings and the brightness did not adjust. Only 15 min or so later did it go back to my original setting.
