So you plug one monitor into the Mac mini HDMI port, and you plug in a Thunderbolt 3 dock with an HDMI, or DisplayPort, or any other port you need, and USB ports. The 2nd monitor plugs into the Thunderbolt 3 dock.
Or as woodmeister50 says, you can use a USB-C to HDMI adapter. I've used one of those for an intel Mac in the past.
The 2 Thunderbolt ports can accept just about any of the existing Thunderbolt 3 docks, adapters, USB-C to xyz cables.
