Apple Business Manager Account

Is it possible to have multiple organizations under a single Apple Business account for DEP. We are an MSP and have multiple customers, we want to deploy MDM solutions for these customers. The customers will own the Apple devices? Im going to assume the answer is we will need a seperate account for each customer unless we (the MSP) own the Apple devices.

Whats best practices for MSP use case.
