Can’t pair my iPhone XS with my iPad mini 4. Keeps saying pairing unsuccessful.
I have tried everything I can think of. Restarting both, turning Bluetooth off and on. I’m at a loss.

Why do you need to "pair" them?
If you use iCloud just use the same ID on both devices or AirDrop files back and forth between them.

And now it works. You have been very helpful. Apparently my iPhone wasn’t using my Apple ID to sign in. All is good now.
On your iPhone, go to Settings > Phone > Calls on Other Devices, then turn on Allow Calls on Other Devices. On your iPad or iPod touch, go to Settings > FaceTime, then turn on Calls from iPhone. On your Mac, open the FaceTime app, then choose FaceTime > Preferences. Click Settings, then select Calls From iPhone
Well that explains a lot. I used to be able to answer phone calls on my iPad and now I can’t so obviously I have a different problem. I thought it was pairing. Any ideas? And thank you for you fast reply.
Thank you. Apparently the problem is two different Facebook accounts, one on each device. So I don’t know why I used to be able to answer on my iPad. I’ve always had two Facebook accounts. Thank you for your help. I appreciate it.
Sorry. I meant FaceTime accounts. I thought they were both signed in with the same Apple ID.
