Voice call vs Facetime audio.

My mom has an iPhone. I try to call her on regular voice call and it goes straight to voicemail yet I’m able to use FaceTime audio to reach her but this seems like the only way, why is this?

Voice call is over the cellular. Contact the cellular service provider. Meanwhile, check if

DND status
Bed Time schedule
Call Audio Routing method
Ringer Volume level

FaceTime is over the interent.
