RTT randomly turning itself on

My iPhone SE2020 has been randomly turning RTT function on in the middle of a phone call. I have never enabled this feature. Its impossible to get out of or turn off when its interrupting my calls. It makes it impossible to hear the person I'm speaking to. I tried following instructions on how to disable RTT but it doesn't even appear as a feature on my settings. What the ****, Apple?

I don’t want to enable RTT, I want to disable it! And when I go into my settings and follow those instructions (which I’ve done 3 times) —which should seemingly allow me to choose to engage it or not—there’s no option relating to RTT in the Accessibility section. It’s a ghost apparently.

Set up RTT/TTY

Go to Settings > Accessibility > RTT/TTY.
Turn on Software RTT/TTY or Hardware TTY.
Tap Relay Number and enter a phone number for RTT/TTY relay calls.
If you want to send characters as you type them, turn on Send Immediately. ...
To answer every call as RTT/TTY, turn on Answer All Calls as RTT/TTY.
