Mail not forwarding with Rules, why or ever?

Many people have asked this question and no one has answered it. Very simply, setting up a rule to forward email with one condition to trigger one action, forwarding, and it will NOT forward the email.

I have tried a couple of variations, but all simple ones. If a second action is added it will do that, but not forwarding. It will sometimes rearrange the order of actions after I save and close the Rule, but that doesn't seem germane. I have even deleted the rule and wrote one from scratch.

I can find all the messages by searching Mail for the subject, Google Alert - Stanford sports, so that is correct, and it does move or flag the message if commanded, but never forwards it.

This appears from posts to have been a problem for some years. The rule will also not forward a message if I select a matching email and use the menu to Apply Rules. Does forward an email work for anyone?

This same rule worked for many years on my 2006 Mac Pro with 10.10.6
