Screen time - apps are remain restricted outside of downtime

Screen time is not working properly for me. I have set downtime with app restrictions only to be in place evenings until morning (iOS and macOS). Often, on my iPhone, when I wake up the downtime app restrictions are still there (for all apps, and I haven’t made special restrictions to any but two apps). To “cle ar” this issue manually, I can power cycle my phone, but it’s very annoying to do this every morning. Have tried to toggle downtime on and off, no result. iPhone 12, iOS 14.4.1
