Nearly a year after the thread among Jeannem5074, Ethan395 and Eau Rouge, I also need to upgrade to High Sierra 10.13.0 (I currently have Sierra 10.12.16) before I can upgrade to Mojave or Catalina.
I went through the instructions, using Safari as specified, but seems the application has been damaged in the past year and cannot be used.
Are there any other options anyone knows about?

Choose Applications from the Finder's Go menu, throw the installer away, and then download it.
