How to know if a Macbook is stolen

Buy from a reputable dealer instead.

If you ask " the guy" to see his ID and he shows you his Department of Corrections (DOC) ID card , that is another clue.

The hard drive in a 2016 MacBook Pro cannot be replaced. However, you should not buy a Mac from “a guy” under any circumstances. If it isn’t stolen, it will have water damage, a flaky keyboard, or some other problem.
