Hi. I was using an iPhone XS max for the past 18 months. 6 days back i received a software update so I clicked on Update and Install and left the phone. 2 hours later I checked my phone but it won't turn on. I went to the apple service centre but they didn't responded properly. They asked for 67000 INR if I want the phone to be replaced. The issue is caused by apple. Am I liable to pay?

That's what I'm trying to say. I'm the one who faced an issue in half a billion people. Apple should take care to this issue rather than being completely nonchalant about it. But like you said you're just a user like me you won't understand unless you face the same.
All recovery and restore functions require a Mac or PC with iTunes.
I would not operate an iPhone or an Android phone without access to a PC.
