Years past when reading my email on iPhone and iPad, the mail program would know almost automatically know what folder I wanted the email I was reading as I choose to move it. (Example: Bus 2020 - I now need Bus 2021?) How do I change this setting?

I am unable to fully understand what you meant by, (Example: Bus 2020 - I now need Bus 2021?).
If you wish to create another folder with a different name then you can do so however it has no impact on automatic selection of folder when moving an email. The way this works is that the Mail app learns from the user as the user moves emails to folders. It may take some time for the Mail app to begin suggesting folders.

The training is what isn’t happening. Previously it the mail app did a pretty good job guessing where an email was going. Now the training hasn’t changed from last years auto type selection???
