If you're still having these issues (or you're reading this because you're having these issues), you should contact Apple Support. Before you call, make sure you do all of the troubleshooting recommended in tygb's link. If you can confirm that it's happening on multiple devices, (phone, iPad, desktop), that will help too. I even tried logging in using iCloud and Safari, and still had issues. If you've done all of that, it will probably get you kicked up to a Senior Specialist, who will then probably refer to engineering. My guess is that there's some load balancing that needs to happen at the back end, and until you make them aware of it by contacting Support, they won't know to act on it.
The only way they pay attention is for you to provide Feedback. This is only a Community Forum. Apple doesn't officially respond here.

For your Mac the problem might appear , I connected Mac with iPhone using hotspot , the network speed will slow down as for each day the fixed data speed is allocated .
For broad band connections the speed is comparatively more than hot spot connections also if you download of stuff , even browsing will slow down , if Mac is slow the caches , cookies , saved application state contents are deleted from user library , don't use safari extensions .
This will affect browser and even you open mail from iCloud.com or browse other applications like notes , photos , calendars ....etc
If the data storage is consumed very fast the mails will definitely slow down and will take time to upload , some other things are also to be checked , try creating new admin account in users and groups and observe that mails load or not , lastly if Mac is corrupted erase the hard drive and reinstall Mac OS .
Same. It's their server side. I'm on 1gb+ internet speeds and on multiple devices it just loads so slow and its very annoying. I cleared out my inbox a few months ago and i forget if it helped but might be good to try again
This problems has hit ALL my devices in the last two days. It takes several minutes for emails to appear in inbox and another 2-5 minutes for the content to download. Spent 3 hours to day with support and nothing is fixed. Running latest IOS on all devices and have tested on wifi, cellular, and hardwired networks. This is not a device issue, it is a mail server issue.
That’s the most frustrating thing. I know many people got that “oh that’s normal” or “we don’t have any issues being reported” - their status page still shows nothing. You begin to wonder if you’re crazy and then you get suggestions to delete your account, reboot your phone, your router, your pacemaker, etc.
I refused to do most of what the first person was telling me - the issue was happening on every device, WiFi and on the cell network as well as on iCloud.com. That was the key to getting a higher level person into it because it was happening on the web site not just on a personal device.
Two online chats that each escalated to someone calling me with the ability to move an arrow around my iPhone 11 Pro and Mac Mini M1 and finally giving up after a supervisor suggesting the cause is public betas, router, network, etc. Couldn't be my server, because they aren't getting reports of a problem. I didn't either see how it could be the server, since my wife shares my space and she hasn't had any problems. We have a 200 GB account. Out of the 150 GBs used, she has 76 GBs. However, I upgraded to 2 TBs and the problem went away. My emails download as fast as they ever did. I thought I fixed the problem. I asked for a refund, so I can go back to 200 GBs and see if everything stays ok. Now, after reading the latest posts on this issue, I am wondering if it was just a coincidence. At any rate, i'm going to let Apple know their front line support dropped the ball, especially for insisting this was a device problem.
The iCloud web site proves its not a device related issue. The rep I worked with only asked me to do one troubleshooting attempt. He asked me to reset network settings which of course did nothing but it has minimal impact and doesn’t affect any other device. He said he had to have me try at least one thing. But he knew that iCloud.com having the issue was outside of any device set up. He then pushed a report to engineering, he expected that it would take a couple days to hear back but they replied back the same evening and he called me back. He was told that they knew about it and were attempting to track it down. He then scheduled a call back for yesterday and confirmed what we’ve all seen, during peak weekday daytime hours everything bogged down. And during non peak hours everything was pretty much normal. He is scheduled to get back to me tomorrow to update me on any progress. I’m hoping that this weekend’s excellent performance is a positive sign.
I have set up a work around. I have two iCloud accounts, so this might not be an option for others. I have set emails to the problem account to forward to the other account. Since doing that emails, such as notifications for new posts on this thread come in very quickly and load immediately. This is actually working very well. It’s not acceptable that users have to go to such lengths because of Apple’s poor service but it relieves a lot of my frustration for the time being. It’s one thing to have an issue that is taking a frustrating amount of time to fix but it’s completely unacceptable to deny there’s an issue to begin with. Some such as myself were told by the reps that engineering is aware of the issue but on that status page….crickets! Others are being told to go to extreme steps to try to correct Apple’s problem. I’ve been a big fan for years, just bought that new M1 iPad Pro, but this leaves a bad taste.
Keep calling in. Some of us at least are bing told engineering is working on it, for what that’s worth. If they created a trouble ticket with a case number in an email to you you can reply to that email and update your issues. Keep doing that, that gets back to the rep that helped you so they have to look at it again. If you were given one of those numbers and call back in be sure to reference that number with whomever you speak to on the subsequent calls.
Nothing you can do. From what we’ve been told Apple is working on it. The situation improves significantly in the evening after about 8pm EST and overnight till about 10am. But call in to support and have them create a case number for you. Ask to speak to a senior adviser.
Same here! Email has been perfect for three days since Apple fixed the problem. Changed storage back to 200Gb from 1TB and still fine, so it definitely was not a storage issue. Only advice I can give is to keep calling, go through the escalations, let them rule out everything except an iCloud issue and hopefully find someone who isn't troubleshooting from a script and who gives a s**t.
I am happy to report, I have gotten some relief. Things are almost back to normal far before the 7pm PDT when they usually do for the night and begin again at 7am PDT.
My advice - BE NOISEY! Make sure you open a case with a senior advisor and check on it daily. "Squeaky wheel gets the grease." seems to apply here. Yes it's a huge waste of time, but it's the only thing that works.
I have called everyday for the last 10 days - even if I have a senior advisor who has taken ownership of the case. And if I like the new one advisor, I just ask them to take it over. Have been through 3 so far :)
I also have a friend who is an engineer in hardware (so servers are not his lane), but he opened a thread with the server folks and has gotten some good info. Apparently (and he said he was allowed to tell me this) - the have to deal with this issue with EACH specific address having the problem. So that's what's so tedious and time consuming. Hence the reason you should get a case opened ASAP.
AND if all else fails - you can even email *** directly. Little know fact, he occasionally responds, but also seems to send issues to internal orgs who deal with them.
Why we have to do this as paying consumers for a company that prides itself on being the GOLD STANDARD is totally beyond me... But keep me posted on how everyone is doing!

It seemed to be better early evening yesterday (earlier than usual) but went right back to its old slow ways at 7am PDT. I do believe since it seems to be specific to certain single accounts, definitely open a case. Otherwise they won't know about your issue. Hearing little rumblings the whole iCloud team is aware and on it. But the maintenance takes a while and hopefully they'll really get it moving early next week?
Mine is a little better today. Was on with Sr Advisor yesterday who told me the issue was reported resolved earlier in the day and could take up to 24 hours to take affect. I reset network setting on my devices. Keeping fingers crossed this fix is the real thing.
