If you have an email that they sent you with the case number you can reply to that email and the rep that created the case with you will see your reply. Just go over what you're still seeing. If you call or arrange for a call you’ll probably get someone else who will have to look that case up, and just may not know what’s going on. The email I got also included a link to use to leave a voice message for the person you were dealing with. I only did that once. The other times I just replied to the email and he replied back. Given the responses here it does seem likely that they are going account by account so don’t lose hope. It just may take a while.
My email is back to operating like it used to. Hopefully this episode will serve as a reminder to Apple that their primary focus must be on their customers. It was so frustrating dealing with this for an entire week with service advisors constantly telling me the problem was with my device instead of owning the problem.
Mail is slow no matter what I change. Same on iMac and iPhone with or without VPN. On iPhone with WiFi off: still slow. It takes minutes to move mail to trash. I can see this most easily on my iMac: “Moving 1 of 9 items” takes a minute or two.
For everyone who is back to normal. There is a new issue I'm now having. None of the email I have sent in the last two days is showing in any of the sent folders on any of my devices. This is almost more unnerving than the delay issue. Going on 3-4 weeks of this, I am just in complete shock Apple can't seem to figure out web services.
Everything has been back to normal since Friday for me. Syncing which seemed to still be a bit sluggish has been perfect the last couple days. But iCloud syncing, especially with Reminders, has always been a bit erratic. All emails including Sent ones are where they’re supposed to be. Fingers crossed that nothing else changes.
I'm ready to officially declare that my email is back to behaving normally. I don't know about Sent mail -- since you mention it, I notice I do have 2 unusual "gaps" (the first is 2 days; the second is 1 day) where I see no sent mail; however, I have no recollection whether those were just "quiet" days for me.
Ok good to know. I haven't been able to resolve it and I've been through all the troubleshooting I can think of. I spent an hour on the phone with support last week.
Yeah it's getting really frustrating, especially when there's no acknowledgement that there is a problem.
OMG - is there no future in apple - iCloud mail?
Yes - this is what I tried. My overall internet speed up but not iCloud mail.
It's getting really frustrating that there's been no acknowledgment of the problem. It would be nice to know it's being worked on.

+1 same issue, very slow indeed.
I totally agree. Spent hours on phone calls to Apple with no improvement. Works well am in the UK, after lunchtime it is terrible. Must be apple server issue???
