I have a Dell monitor I want to use with my IMAC. I have the right cables: HDMI on the Dell and USB on the IMAC. Why are they not talking to each other?

You need an addapter. What year is your iMac? Once we know that we can point you to the correct HDMI adapter. USB does not support audio.
If you are unsure of the model year please click the Apple symbol in the upper left of the display, click About this Mac and the Model year is located there.
You can not use the USB ports. You must use a Mini DisplayPort to HDMI adapter like the one rkaufmann87 posted above.
Yes that smaller port is the Thunderbolt 2/Mini DisplayPort that you use to connect an external display up to.

The display output port connections and the required adapters have changed thru out the different year models.
As suggested, please get the adpater I suggested. It will plug into the back of your 2015 iMac and connect to your HDMI cable. Pretty simple really. Then ensure you read https://support.apple.com/en-us/HT202351 so you get the Dell setup the way you want it.
iMac (21.5-inch, Late 2015) is my IMAC. It does not have HDMI or USB C like my ipad pro has. I only see USB ports, headphone port, and two other small ports that will work with anything I have. What can I do? I need to use my DELL monitor with this IMAC. Cannot afford to buy every new thing that is on the market because the ports are outdated. There has to be a solution.
I have that adaptor for my ipad pro. AS I SAID, the IMAC is too old (2015) and does not have a C port. Only usb ports. Not sure what the smaller ports are for, but the C does not fit. Why does the adaptor work that I have: DELL Monitor uses HDMI to IMAC uses USB. Why is this not working? My original question. Is no one listening to me?
Does the adapter go in the smaller ports on the back of the IMAC I own? It looks like a C port, which will not fit.
