Why doe updates switch Camera format back to High Efficiency

Really frustrating how a minor 14.4.1 to 14.4.2 update switches my camera format from Most Compatible (JPEG) to High Efficiency (HEIC). Really enjoy converting all my kids bday pics from HEIC's to JPEG's so I can send to others now. Thanks Apple. In the future either don't change my settings or at least pop up some message saying settings have been reverted back to default.
