I just got a new MacBook Pro (A2338).
I can't sign in to my Apple ID on it. When I sign in and enter the verification code, it just gets stuck loading forever. I've tried multiple times.
Apple ID sign in works everywhere else.

Works everywhere else— what does that mean.
Maybe you can clarify where it is you are stuck.
The most trouble free way to move to a new machine, is using the Setup Assistant on the initial boot of a brand new machine— you have one shot here. https://support.apple.com/en-us/HT205749
If that opportunity has past, the second best way is use the Migration Assistant.

I have no problem signing in to my Apple ID on any other device.
On the MacBook, after entering my Apple ID, and then my password, it asks for a verification code. I get the code on my iPhone, and I enter the code. The MacBook accepts it, and starts to load. And then it just gets stuck loading there forever.
This is my first MacBook so I have nothing to migrate.
