The timer on my watch will spontaneously stop. I set a countdown timer for 15min, then hit the crown to return to the watch face. After some times passes and it seems like it should have alarmed, I look at it and it's stopped at some random time, like 9:42 or 11:34.
The first (and simplest) thing to try if something isn’t working right is to restart your Apple Watch and its paired iPhone. If necessary (device not responding), try a forced restart. Both methods can be found here:

If that doesn't help, the next steps would be to unpair and pair your watch again and restore from the backup just created. This should result in no loss of data. It deletes all temp and corrupted files and re-indexes the file system.

This sounds suspiciously like Microsoft's standard answer every problem: "reinstall Windows".
The watch and phone were both restarted with the last few weeks to install 14.4.2 and 7.3.3. You're suggesting they need a weekly restart to work reliably?
Not really. Since I hadn't known what you had already tried, I suggested that as the first thing to try. I don't know of any software settings that would cause this behavior. At this point, I would contact Apple Support. They have diagnostics available to them that we users don't have.
