Wrong time displayed prior to system Login - MacBook Air M1

I’ve seen a few threads on this and unsure if its actually been fixed. MacBook Air M1. Big Sur 11.2.3. FileVault is turned on. When the system reboots - at the login screen the time appearing top right corner is incorrect (unsure if its showing UTC or some other default). When you login the time corrects itself based on the user settings. (I am GMT+10).

Booted up my 16” MBP and the time ‘doesnt’ appear in the top right corner on that machine. My iMac shows the correct time top right hand corner prior to login. The M1 MBA also shows the time prior to login but is incorrect as I’ve stated.

Some posts say that because the disk is encrypted the system is unable to determine until login what the time settings are; so instead the time defaults to something else and corrects itself after you login (because then the system can ‘read’ the disk).

So I have a few questions:

What setting determines if the time appears at the login screen on Big Sur (because it seems that some macs have it appearing and some others don’t); and

Has this particular problem with the M1 MBA been fixed? (Or is it planned for the 11.3 imminent release).

Thanks.

MacBook Air 13″, 11.2

Running the New MBA M1 without FileVault and located in Toronto, Canada. No issues with initial boot time issue being experienced like yours.

Weak explanation - but hear me. The M1 boots so fast, FileVault is on and decryption is happening. Interfering / delaying grabbing the Kernel to load Wifi to establish connection and confirming Time Zone. So defaulting to Cupertino time until connection is established. Sound plausible ?
