Edit home screen doesn't work on iPhone Xs

hello,

I try to rearrange apps on my home screen but once I hold on app and press “edit home screen” nothing happens. I tried to read forums and check to make sure that privacy restrictions are turned off, zoom in is turned off. Weird thing that it works when I want to edit screen and move gadgets around. Mu phone is supervised by my employer but I did not had this issue before and none of my colleagues has it :)
