I have several purchased songs from iTunes but there is no option under "Convert" to convert to mp3. I have this same problem with songs I wrote and own the copyrights. Any song I upload into iTunes cannot be converted to mp3. I'm running Windows 10 but have the same problem on my iMac. I do not have an Apple Music subscription. I just buy songs when I want them.

See Convert music file formats in iTunes on PC - Apple Support. You have to select MP3 as your import format before you will see the Create MP3 Version option. You cannot convert Apple Music content, protected purchases, or anything in the cloud.
