Siri says “You’ll need to unlock your phone first” (When "Allow Siri When Locked" is enabled) 14.4.2

I can't use Siri for reminders (and probably other things) without unlocking the phone, even though it's enabled to "Allow Siri When Locked". Is there a fix?

This is a safety, legality and time savings issue.

For me, this is a major impediment. I regularly capture things in reminders, where there are on my Mac for handling work stuff and on my phone for other stuff. Before this phone, I had androids where I could do this easily outside the lock screen. Now I have to handle my phone and log in. With a mask on, I have to type my pin. It's a massive time suck and I end up not even trying to capture some things, either from safety (driving) or convenience (lots). As part of my work life and personal life workflow, not using reminders quickly and easily really costs me.
