I am currently at school right now and trying to get on the wifi. When I click on the network recommended for students, it takes me to a popup, which is blank, then almost instantly I see an error code. Please let me know how to fix this, thanks.

BobTheFisherman has the right idea. Try entering 1.1.1.1 in the browser window. This will attempt a DIRECT Internet connection, without having to do a Domain-name lookup transaction to get there.
Your network should intercept that packet and present the login window instead.

1.1.1.1 is the CloudFlare home page. CloudFlare is NOT part of the solution, they just have the absolute simplest IP address, easy to remember and likely to respond with a web page.

Yes, contact your school's IT Help Desk. Maybe you have to connect to the school via VPN to use their network. We can only guess. The school's IT Help Desk will be able to troubleshoot why you can't connect to their network.
I would insert a url into the blank browser's address bar and try to navigate to the site. This may force the connection. If this does not work, contact the school's IT Help Desk.
Looks like a failed browser window to me. Contact the school's IT Help Desk. Maybe the network you are clicking on is experiencing login issues.

Don't download that.
As I said, stuff from CloudFlare is NOT part of the solution, only entering a numeric IP address that your KNOW will produce a web page.
The popup isn't a website or in my browser, it seems to be through something else. I will take a screenshot and insert it here.
