When I open my texts there is a little bar at the bottom that says "Downloading messages from icloud," but nothing is happening and this message does not go away.

It may be that something got "stuck" in the downloading process. The first (and simplest) thing to try if something isn’t working right is to restart your iPhone. If necessary (device not responding), try a forced restart. Both methods can be found here:
