60 GB music Transfer of I Tunes Library

NOT USING THE CLOUD, what is going to be the best way for me to transfer my I Tunes music library (approximately 60 GB) from either my pc or old I Pad to my new I Pad Pro? This library has over 170 playlists, many of which have music that I had prior to joining I Tunes.

If I just synchronize my new I Pad pro I Tunes with either of these devices, won't I first need to RE-CREATE those 170 playlists, in order for the music to get transferred to those playlists?
