Automatically Locked PDF files when password was never set

Hi,

I recently purchased the new 2020 MacBook Air version 11.1 MacOS Big Sur. Every Pages PDF file I create automatically locks and when I try to edit the PDF I get this automated response:

Without the owner password, you do not have permission to create or modify annotations in the document.

I never set a password or was asked to set a password, does anyone have any knowledge on why this would be? Or if there is a generic password that should be used?

As @c_luc9 posted a link for Pages file with a Password and Exported to PDF format will have the Password included in the PDF.

The original question didn't ask about "Pages" documents - it asked about PDF documents. And I have the same issue - I was just sent a document via email that I need to sign. But when I try to drag in one of my signatures in Preview, it tells me that I can't annotate the document without the owner's password. The owner says they didn't set any password.
